Tho F1 and F2 displays system information and bios check, I got a fail on hard drive check.

The HD short DST failed > see if you recover files > replace drive
Move the drive to another notebook that has an empty second bay or use a hard drive enclosure (they are inexpensive) and connect the HD enclosure to a working computer > see if you can copy and paste the USERS folder
Alternatively you can try booting to Kyhi boot rescue flash drive:

According to the Users Manual:
Turn on or restart the computer, quickly press esc, and then press f10.

Its just to mention I have this same issue, however I have a 2 month old HDD and it tests good. Have spent many hours...... I have tried to make a new DVD a New USB direct from windows download on two separate downloads, I have an original windows 10 usb. These can load on another machine.
Every time I just get a blue blank screen with a mouse pointer.... And guess what I have the same HP model laptop as the above user!
This is the only "identical " situation post I can find for the same exact issue in same cirucmstances.
I have tested installing windows 7 and I can install it with no issues, but of course to connect via network have to use a windows 10 driver, but most other functions like usbs and wifi etc do not work as they did not make drivers for windows 7 for this laptop, and windows update cannot find any.
The only thing I can think of is that maybe it is related to replacing the hard drive, however it worked last time no issues to install.
I have tried wiping the hdd and formatting, and repartitioning and leaving blank. All with no luck. I have also changed the eufi settings etc as others have suggested in similar posts.
At this stage I can only think that I may have to upgrade it to windows 10 from windows 7 as the only workable solution.
