Blank Blue Screen on Windows 10 Installation

My Windows 7 HP laptop had run to a trouble where the required device to boot is inaccessible, so I tried to make a bootable USB disk with Windows 10 on it (considering I need an upgrade too) and plugged it in.

It started booting but once it gets past the Windows 10/HP logo booting screen, a normal blank blue screen pops up with no installation dialogue whatsoever, what should I do?

Restart the machine, at the HP Splash screen, press ESC to invoke the 'One Time Boot Menu' then select the USB and Enter...

Perhaps some other key combo than ESC?

Try F1, F2, and F12. If none of the ones you have tried works, it almost has to be one of those, if you are tapping it before the HP Boot screen disappears.

    a) run the BIOS UEFI diagnostics: F2 > (the features of the testing vary widely by the default version (memory and drive) to the latest downloadable version (tests all components, and extensive testing or loop testing) > if there is a failure it will display an HP fail code > HP would be needed to confirm the malfunctioning hardware

    b) if the notebook has only the default UEFI diagnostic see if you can test with the 4-in-1 USB key:
HP PC Hardware Diagnostics | HP® Official Site

On the HP notebook that I'm using for this post these are the applicable F keys:
    c) F10 > BIOS menu
    d) F9 > boot to USB flash drive by selecting USB HD

    HP Notebook - 15-ba026ax - Driver Downloads | HP® Customer Support

This is a listing of the applicable F keys for computer manufacturers:
List of PC brands with their corresponding hot-keys

See HP notebook, laptop, desktop, and generic
