Depends on whether you elect to keep your files and apps or get rid of them. If you get rid of them then you end up with almost a clean install. If you keep them you reset the OS but keep your files and some apps.
@bikeit, it's not clear what you mean by "do a fresh install within windows". What exactly are you trying to achieve and how were you going to do it?

If so, you'll loose all installed apps that aren't supplied as part of Windows, but you will have the option to keep your user files.
If you mean an in-place repair install you can keep everything.

Guys when i open Windows defender and click on device performance and health, choose fresh start, if i go ahead with this option what happens next? do i loose everything or?

Why do you think you need a Fresh Start? There may be other less destructive ways to solve your problems.
The laptop was away to get a new 1TB SSD put into it and the guy who done it advised a fresh windows install to get rid off a lot of the crap u have on the laptop?
I think what they were advising was a Clean Install. That would remove everything and give you a clean install of Windows 10 with nothing but the apps supplied by Microsoft as part of Windows. You'd need to back up all your user files and documents before trying that as they'd be lost too.

Personally I'd have the original Windows transferred from the old drive to the new one, especially if you have installed a lot of your own software. You don't want to have to reinstall everything. If you find you have too much 'crap' you could always do a clean install later.
Whatever you do, make sure you have a backup of all your user files and documents before you go ahead.
The old hard drive was cloned onto the new SSD. i have noticed a Hugh difference in performance especially when using Photoshop & Lightroom
yea i still have all the media that came with the laptop when new, i tend to agree with you leave as is
