@ bru, Would you be willing to try the install again today?
--- If it still fails, please try the following.
When Ben asked you to run the Update Assistant did you get a report about anything?

Last week I investigated an issue one of my friends had. Please know I’m not saying this is your problem but this is a hands-on problem in investigating what my friend was up against.
His 1709 > 1803 finally succeeded after failing updates for 5 days.
But his graphics wasn’t the same: the computer still runs well but the Resolution in his display settings was running at a recommended 1024 x 768 x 900 instead of the original recommended 1280 x 1024.
Device manager reported issues with the installed driver.
Intel’s website searched the computer and reported the graphics driver isn’t upgradeable anymore for Windows 10. I don’t recall the exact wording but that description is a summary of how I remember it.
Fortunately, that investigation turned out to be an easy one unlike many other situations.
