I have run the WU troubleshooter.
The one I linked you to? Did you run it more than once, and what did it tell you. There are some auto fixes and some that need to be done manually.

Please write down your BIOS Version and your Serial Number or SNID. Go to this site
choose your country > support > drivers > Search by Serial Number or SNID
And see if there is a newer version of your BIOS Software to flash the bios and bring it up to date. You may want to update other drives also. A Clean Upgrade is the best but make sure you have all important Firmware Updated.
I gave you the pertinent specs not sure what else you need.
I need facts, if you don't want to provide them that's fine.
It upgraded every other time including from 7 direct to 10 and YES that does mean something.
I'm not trying to be argumentative, but this means nothing. 1803 is a new OS, and the requirements are going to be different on this one. Folks here have been VERY patient with you, but so far we are asking many questions that could all be better answered with a Speccy Chart. Speccy doesn't report any personal information and should be used if more help is needed.

I mentioned it already. I checked and the drivers the manufacturer has aren't even for Win 10, with most being from 2012-14. I was able to do previous upgrades with the current configuration so I guess MS decided that the drivers that I had and were fine (some updated by MS themselves) for every other Win 10 version are not for 1803? Highly doubtful as most are generic drivers and I have the same drivers for most things (display adapters, wirless cards, etc. ) on my thee other computers.

It is what it is at this point as I have done the "fixes" that MS themselves suggest and they didn't work.

    Did you run chkdsk?

    What Antivirus are you using?
I saw you mentioned Malwarebytes and something else, but cannot find it now.

Make sure all your Updates have come through, if not try them again.

That's all I got, good luck. Report back if the Clean Install works!

edit: It turns out one out of four computers tried to install 1803 on 1-Jun and failed. So my issue has turned from wondering where the upgrade is to wondering why it fails to install on a computer that had no issues with previous updates and is configured the same as my others which all successfully installed 1803.
Wait and see if you get offered this update:
Mysterious KB4056254 Patch Released to Fix Windows Update on Windows 10

I'm on 1703 and it wasn't offered to me.

    If you have tried to upgrade and it failed there is a tool here that will produce logs that you can upload for experienced members to look at;

    SetupDiag | Microsoft Docs

It says that update is for versions up to 1703. The computer not able to install 1803 is on 1709.
