Upgrade to 1803, recovery to 1709. Cannot return to 1803.

When I received the upgrade to 1803, everything seemed fine for a couple of days but then I needed to scan a document and found that I could not communicate with my Epson printer/scanner. To cut a very long story short, I eventually found that turning my VPN (CyberGhost) off allowed access to the printer/scanner.
I decided to return to 1709 and that seemed to fix the problem, until the next reboot. So now I can't print or scan with the VPN active. Furthermore, Windows Update tells me my PC is up to date so I can't get back to 1803.
Neither Epson nor CyberGhost have any ideas, even though they have both been very helpful in running tests.
So here I am, asking if anyone here can suggest either, why the VPN is blocking the printer (even though the printer ip is in the VPN exceptions list) and/or why Windows Update will not restore 1803.

There`s no reason to use Windows update to install 1803.

Just download the 1803 Iso file, then open it with Windows Explorer and run setup, or you can put the Iso file on a usb stick and run it from within windows.

    Both methods will install 1803.

I personally recommend using the usb method.

Create a Disk Image of 1709 before you do anything. In my opinion, there`s no reason to update to 1803 if 1709 does everything you need it to. (Unless you run W10 Home)

    or

    TechBench by WZT (v4.1.1)

Why are you using CyberGhost ?

Thanks for your suggestions AddRAM. I suppose I'm getting lazy in my old age. Windows Update is just an easy solution. I can't say I had enough time to thoroughly assess 1803 but it always seems right to have the latest version.
The reasons for my use of a VPN are historical. Over the last few years, I was providing writing and translation services to organisations that demanded such security measures. Since I retired, I simply continued to use the VPN as it clearly provides some benefits to home users. Even so, I would regard it as overkill for the majority.
