Where can you download a 1709 iso?
    Try this:
Microsoft Windows and Office ISO Download Tool
    or this:
Windows 10 Fall Creators Update 1709 Download Windows ISO

Make sure you choose the correct iso (x32/x64, base language etc).

Post #2 helps to explain this.
OK! Select Language: English (United Kingdom), English (United States) Solved - Windows 10 Forums

Depending on what you want to do with your iso, you may wish to consider the need to match the base language of an installed system e.g. if you are doing an in-place upgrade repair install.

If you run it, beware that it will tell you that a newer MCT version (1803) supersedes 1709 and will not download the installation files. Best to simply get the ISO and run an In-Place Upgrade/Repair, bypassing the MCT - Repair Install Windows 10 with an In-place Upgrade

If you are going to use the 1709 ISO to do an in-place repair install, then it has to be the same language as the version currently installed. If it's not, then you can't keep your installed apps. This is not necessarily the language you see and use, that can be set to a different language from the base install.

One way to find out the base language of you system is to open a command prompt and type the command:

    SYSTEMINFO

Look for the line saying System Locale, this is the base language of your windows and the language you should choose for the ISO. The Input Locale is the language you are currently using in Windows. On my system the System Locale is en-gb (UK English), this is the English International ISO. If your System Locale is en-us you want the English ISO.

    Code:
    System Locale: en-gb;English (United Kingdom)
    Input Locale: en-gb;English (United Kingdom)
