Reinstall Win 10 on a crashed system.

With my good PC, I used the MS tool (Media Creation Tool 1803) to create a USB drive that will install win 10 to a different PC. According to the web site, it should boot up to the “install Windows” page.
After setting the bios to boot from USB, it booted up into the media repair page not the install windows page.
Am I supposed to use that program to initiate a windows install? If so I haven’t found out how to do it yet.
The computer is a HP Notebook 15af113cl that was running win10.
Any help would be appreciated.

When the bootable Windows 10 iso loads there should be two options:
1) Install
2) Repair your computer

Do you want to make a clean install > delete all partitions > make an unallocated drive > reinstall Windows 10?
Do you want to repair the software problems > system restore?

1. Select Download tool, and select Run. You need to be an administrator to run this tool.
2. On the License terms page, if you accept the license terms, select Accept.
3. On the What do you want to do? page, select Upgrade this PC now, and then select Next.
4. After downloading and installing, the tool will walk you through how to set up Windows 10 on your PC. All Windows 10 editions are available when you select Windows 10, except for Enterprise edition. For more information on Enterprise edition, go to the Volume Licensing Service Center.
   
   • If you don't have a license to install Windows 10 and have not yet previously upgraded to it, you can purchase a copy here:https://www.microsoft.com/en-us/windows/get-windows-10.
   • If you previously upgraded to Windows 10 on this PC and you’re reinstalling it, you don’t need to enter a product key. Your copy of Windows 10 will automatically activate later using your digital license.

Thanks for the feedback. I couldn't use the Upgrade this PC now option since my computer had crashed and I couldn't get into it.
But I got lucky and the Reset PC option did work and I am rebuilding and updating it now.
