I am trying to update on a Dell Inspiron 15 that came with Win 8.1 single language. The laptop is BRAND NEW. I just uninstalled Dell crapware and resized the partition.

All tries, whether through the regular update channel or through the media creation tool have failed. Even tried the ISO download, but it fails at around 25% with the something happened error. I even followed all the steps outlined in this forum to no avail.

Some help would be very appreciated.

Just some things I have found to help with the systems I've been upgrading:

Run sfc /scannow to check for integrity violations (fix if necessary)
make sure windows update is up-to-date
    uninstall any 3rd-party antivirus
uninstall any hard drive monitoring software
remove any add-on start buttons like Classic Shell, Start8 and any other Stardock software like Window Blinds
make sure all user accounts are "administrative"
disconnect all peripherals except mouse and keyboard
upgrade from ISO, running it from within the windows operating system you are upgrading
don't let it download updates when it's upgrading - it can do that after it's finished.

Also remove any add-on start buttons like Classic Shell, Start8 and any other Stardock software like Window Blinds.
Could even try doing a Clean Boot then upgrade.

yeah, a check mark on all the items on that list, except windows update. I'm running DISM restore health now to see if that helps and will run windows update afterwards.

    Hi

On my list of actions earlier, try un-selecting 'Load Startup Items' in MSconfig>General. (If the Install fails between 25 and 37% it is a driver related issue, this will reduce the number of services running which may help.)

Let me clarify, the PC is brand new. I have nothing installed. Not even chrome. Running DISM right now and will run windows update when its done.

    Hi

Okay, if you are sure there is nothing within the startup section. Good luck

In Control Panel of my Win8.1 Home configuration, there is a Region option, and when I click on that, there is a Location tab, and on that tab I already have the Home location set as "United States."

The only clock settings I find are Control Panel > Date and Time, and the Time zone is set to (UTC+7:00) Bangkok, Hanoi, Jakarta. Are they saying to change that to a US time zone???

Control Panel > Language is already set to English (United States)

Please let me know if the changes worked for you.
I think the important thing to do within Region panel is to go to Administrative tab>>> Language for non-Unicode... then click "Change system locale" and make sure it's "English (United States)". That is the only thing I did to get past the "Something Happened" error on my 10" tablet.

Btw, do you have the KB3035583 installed on windows update?

Oh yes - good idea - do you mind if I add that to my list?
