Download the 1803 Iso file again.

Open it with windows explorer and click on setup.

Let us know how that goes.

    Download Windows 10

    or

It didn't work, unfortunately. It rebooted, then got to 0%, then restarted and restored previous Windows installation.
It gave me the same error message when I logged back in.

    0x8007001F - 0x20006
The installation failed in the SAFE_OS phase with an error during REPLICATE_OC operation.

I also did a Reflect image restore afterwards because for some reason, all my System Restore points were gone.

    The error number suggests:
The Windows upgrade process flowchart from the above site shows the extended error 0X20006 as a failure to Move/Copy the source WIM to the recovery location. Best I can determine is that an image file isn't being moved or copied to the recovery partition during the Safe-OS phase.
Do you have any unallocated space on your disk available for the creation of a new recovery partition (say 600Mb?)

Please post a screenshot of your partitions using (free) Minitool Partition Wizard, expanding columns as necessary so all text is visible. (Do not use Disk Management!).
    Thanks.

    Here are the partitions.

I noticed a FAT32 partition in there, but surely that wouldn't cause any problems.
Windows tends to adds some partitions with major upgrades.

The FAT32 EFI partition is normal.
Windows tends to adds some partitions with major upgrades.
Win 10-> Win 10 upgrade typically adds 1 recovery partition.
(With 1803 some found an erroneous OEM partition added- bug).

Your partition layout looks normal- the first Recovery partition should be the one in use, the last one created on your failed upgrade.

Before any further actions, make sure you have a current disk image, as things can go horribly wrong.

I would delete that last partition, and shrink C: by 200Mb. (Some have said Windows will automatically shrink C: to make space for the recovery partition when upgrading - so on that basis, this shouldn't be the reason for what you are seeing). However, it costs little to try it.

Before doing that you could, out of curiosity, use Minitool PW to explore that Recovery partition: (rt click, explore), looking for Winre.wim:

    (mine's 1709)

just to see if it's there, bearing in mind the error message.

Note that taking error messages literally in this situation doesn't necessarily prove helpful... and this may be just one interpretation.

    Please see and consider
Fix: Installation Failed in Safe_OS Phase With an Error

When you next try upgrading, make sure you've taken advice as above- uninstall AV, disconnect unnecessary peripherals etc.

Do you mean to delete the 450MB partition on the far right?

By the way. The computer that I am on now doesn't have a FAT32 partition.
