The images of the error scans did not display test results for either drive.
    Please rerun the tests.

I'm just trying using the Windows 10 Upgrade Assistant. I deleted the Configuration.ini file, and it made a new one.
If it fails again, I'll repeat those commands you posted above.

Deleting the ini file is not recommended.
Do you have a link that reports how deleting it can be used in troubleshooting?
If so please post into the thread.

It was only the ini from the Windows 10 Upgrade folder. I still have the original. The Windows 10 Upgrade folder gets deleted eventually. If you run Windows10Upgrade9252.exe, it just creates a new Windows 10 Upgrade folder and files anyway.

    I'm running this now.

    2) Open administrative command prompt and type or copy and paste:
    3) sfc /scannow
    4) dism /online /cleanup-image /restorehealth
    5) When these have completed > right click on the top bar or title bar of the administrative command prompt box > left click on edit then select all > right click on the top bar again > left click on edit then copy > paste into the thread

Do you have a bootable or non bootable windows 1709 iso?

I ran dism with a same version ISO source, and this time it went to 100%. But still with an error. Strange.
I have done some research with this command, and it seems others have similar issues.

    The
Error: 0x800f081f has always been challenging to fix.
As long as scannow does not display corrupt it is ok.
However the problem with dism was also seen in the upgrade failure files.
So it is unclear right now how this can/will be fixed unless there is a successful upgrade.
At one time approximately one to two years ago after a Windows upgrade numerous people within Ten Forums had this error.

The misbehaving drivers can be troubleshooted now.
When there are no longer any misbehaving drivers another upgrade attempt can be performed.

Backup important files to another drive.
Make sure the Macrium backup image is up to date.
Make a brand new restore point.

The Windows driver verifier tool has customized settings for testing drivers and customized settings for the tests.
Use this link for the customized test settings:
Enable and Disable Driver Verifier in Windows 10 | Windows 10 Tutorials

Use this link for the methods to turn off or recover from using the tool:
Enable and Disable Driver Verifier in Windows 10 | Windows 10 Tutorials

Windows driver verifier is a tool that will stress test drivers.
Unstable drives should crash and display BSOD windows with bugchecks.
The dump files that are created during the crash are then debugged.

After each crash you will need to turn off or recover from using the tool.
This is done using the Windows advanced troubleshooting menu.
The first method that should be used is start up options (not startup repair) > reset > safe mode with command prompt > type:
    verifier /reset
If the startup option fails the next method is to use command prompt > this should open a black box with title bar: Administrator: X:\Windows\system32\cmd.exe and prompt: X:\Sources> >type:
    verifier /bootmode resetonbootfailure
If the above two steps fail to turn off or recover from using the tool then use system restore. Often system restore leads to a loss of the dump file and then little progress is made in the troubleshooting. So this should be avoided unless all other methods fail.

After each bsod run the beta log collector and post a zip into the thread.
Also look for c:\windows\memory.dmp and if the file size is < 1.5 GB then zip > post a share link into the thread.

What was the source of the Windows 10 iso with build 1709?
