    Unable to upgrade from 1703 to 1709 Windows 10 Pro/Business


    Hi,

    I've two Dell Optiplex 3050 desktop machines that absolutely refuse to upgrade and it has reached the point where I'm out of things to try (and have wasted many weeks troubleshooting already!)

    Obviously this is a big issue with the HUGE download happening over, and over, and over again multiple times a day. This is a not-for-profit resource centre and these 2 computers are using up all of our bandwidth. I finally deferred the upgrade, but this is not a real solution.

    Symptoms were the Windows Update constantly downloading and then stating "Failed to install on (date)" or "Requires a reboot to finish installing" (and then rebooting on the hapless user, only to not actually upgrade) - these Windows Updates are so dumbed down, they no longer provide any information as to what went wrong so you can fix it.

    Computers are basically stock, but are heavily controlled with Group Policy due to being public machines. They have Office 2016 and Reboot Restore RX Pro (which is basically off) and are using Windows Defender. Only other software installed other than the regular out-of-the-box stuff is Chrome, Firefox and some printers.

    Things I have tried:
    - Rebooting (obviously)
    - Deleting the catroot2 and SoftwareDistribution folders
    - I have no wireless cards or bluetooth in the machine, but I checked Device Manager and found no obvious conflicts
    - Using the Windows Update troubleshooter
    - Doing sfc /scannow, chkdsk /f C:, and DISM.exe /RestoreHealth (command may have been typed in slightly differently)
    - Downloading the ISO and attempting to perform an in-place upgrade
    - Performing a clean boot and attempting to perform an in-place upgrade

    Error messages are very scant, the only error information I actually ever received was when trying the ISO I got the error "We couldn't install Windows 10. We've set your PC back to the way it was right before you started installing Windows 10. 0xC1900101 - 0x20017 The installation failed in the SAFE_OS phase with an error during BOOT operation"

    I Googled this for a few hours and found some references to log files, but I really don't know where to go from here. The error messages found in those log files haven't really turned up anything useful.

    Has anyone else had this sort of problem with 1709?

    Have you tried going to 1803 I would uninstall Reboot Restore RX Pro as that sounds like the problem it may be disabled but some components may still be active Even winpatrolstops the update and that only blogs reg changes

    1) Open administrative command prompt and type or copy and paste:
    2) sfc /scannow
    3) dism /online /cleanup-image /restorehealth
    4) When these have completed > right click on the top bar or title bar of the administrative command prompt box > left click on edit then select all > right click on the top bar again > left click on edit then copy > paste into the thread
    5) chkdsk /x /f /r
    This may take many hours so plan to run overnight

    6) Use the information in this link to find the chkdsk report in the event viewer. Copy and paste > notepad > post a one drive or drop box share link into the thread

    7) List all antivirus products that were in use at any time since the last upgrade

    8) List all drive encryption software that was in use since the last upgrade

    9) Update the system specs in the "My Computer" section:

    In the left corner below in your post you find 'My System Specs'.

    Include PSU. cooler, case, peripherals and anything attached to the computer by wired or wireless (mouse, keyboard, headset, printer, xbox, port replicator, docking station, USB wireless network card, etc.)

    12) Open file explorer > this PC > C: > in the right upper corner search for these Panther logs and post any logs that are found that are within one to two weeks of the most recent upgrade failure. Use 7zip to organize the folders and files and one drive or drop box share links to post into the thread.

    13) It may take a long time to use file explorer search. If you are able to, download and install Everything:
    voidtools

    14) Open disk management > widen each the status and volume columns > view the text in each row to make sure that the text is not cut off > post an image into the thread

    15) Turn off Windows fast startup:

    16) List all devices attached to the computer (wired and wireless) in the specs and indicate in the thread what may have been attached during the event report "a device attached to the system is not functioning"

    17) Check system restore points to see if there is an active restore point

    Thanks for your reply. Here is my partial answer, due to having limited time at the moment. Here's what I have so far:

    1) through 4)

    7) Only antivirus ever used was the Windows Defender or whatever comes with Windows 10.

    8) No encryption software, but as already stated, we use Reboot RX Restore Pro.

    9) I updated the computer specs but I think most of that information was already in the file I provided.

    10) BIOS version is: Dell Inc. 1.6.5 2017-09-09 - based on your quote there, I guess you are saying there is a newer one and I need to update?

    16) All that was attached was: wired Ethernet connection, USB Dell Mouse and USB Dell Keyboard that came with the computer, power cord, and monitor cable (DisplayPort). During the work day, clients can use USB thumb drives in the machines, but none were connected when I did the in-place upgrade and during some of the Windows Update upgrades I tried.

    17) System Restore is off because Reboot Restore RX Pro turns it off/disables during installation as its functionality replaces (or is supposed to replace) System Restore. There are no restore points (I double-checked).

    In addition, I have disabled Windows Cortana using both Group Policy and possibly with registry edits (I can't remember exactly all what I did, it was a year ago). So when I see the Cortana errors in Event Viewer that's what I've been attributing them to.

    If all the above has not been helpful, I can do steps 5)-6) and 12) and 13) sometime over the weekend.

    I do not think step 11) applies to me since I am not using Virtual Machines, and I only have a 500 GB drive with 8 GB of RAM which should be sufficient.

    1) How many user profiles are there on the computer that is being troubleshooted?
    2) Please complete any of the above steps over the weekend and post results into the thread.
    3) As the logs are viewed there may be new problems to troubleshoot.
    4) Once the computer is tuned up a basic check list will be posted.
    5) An upgrade attempt will be made after many troubleshooting steps to generate a new error code

    chkdsk-log.txt

    So I did steps 5-6 and updated the BIOS, tried the installer again and get the same result. Please see attached for the log file from chkdsk.

    The computers both have 2 accounts: one is a local Adminstrator and one is a User. (The computers are not on a domain)

    For step 12 (all the logs), my most recent upgrade attempt was today (May 20)
    Please see attached for the setuperr.log that was in C:\$WINDOWS.~BT\Sources\Panther and the one from C:\$WINDOWS.~BT\Sources\Rollback

    The chkdsk report was ok.
    The logs displayed error code:

    Which edition is in use: free or paid? Do they have free support?
    Are you able to temporarily uninstall during an upgrade attempt?

    For failed upgrades an option is to back up all files with a Macrium backup image > clean install > restore files > install applications.

    Next week plan to perform a Windows 10 upgrade after going though this check list.
    For the upgrade attempt make sure that there is no connection to the internet.
    Disconnect Ethernet, cat5e cables, and if available use hardware off for wireless.
    If the upgrade is successful you can then perform Windows updates.
    If the repair is no successful then post Panther logs.

    UPGRADE CHECK LIST:
    Run through this check list before the next upgrade attempt:


    1) remove nonessential hardware
    docks
    USB devices
    printers
    headset
    speakers
    bluetoot devices
    USB drives (other than a windows 10 iso if used for the upgrade)
    USB Wireless Mouse or Keyboard Receiver, USB Wireless Network Card


    2) These should be the only attached devices:
    wired mouse
    wired keyboard
    monitor

    Any of these that have been done in the past week are not necessary to repeat:

    3) open administrative command prompt and type or copy and paste: (repair file system)
    chkdsk /x /f /r
    This may take many hours so plan to run overnight
    Find the chkdsk report in the event viewer using the information in this link and post into the thread:

    4) open administrative command prompt and copy and paste: (repair operating system)
    sfc /scannow
    dism /online /cleanup-image /restorehealth
    When these have completed > right click on the top bar or title bar of the administrative command prompt box > left click on edit then select all > right click on the top bar again > left click on edit then copy > paste into the thread

    5) update windows (have all recommended updates installed) and reboot after updates

    6) uninstall all non-Microsoft antivirus software
    (This includes always on and manual software.)

    7) Verify that the drive has > 27 GB free space (At least 25 GB is needed for creating dumps)

    8) Place the computer in clean boot:

    9) Remove all unused SATA devices

    10) Uninstall non-Microsoft disk encryption software

    11) Run disk cleanup to clean temporary and system files

    Thanks for your help. I have already tried everything in your list (including clean boot) except the disk cleanup. (though I did manually delete the Software Distribution folder a few times).


    Reboot Restore RX is the pro (paid version) which we obtained through software donation (Tech Soup). Unfortunately we have had issues with it since installation (disregarding settings, not performing updates, various other strange behaviour) and I have not had any luck with their Tech Support so far. This is why we just leave it in manual mode all the time and I only use it to create "baselines" (images) to restore if anything goes wrong. I could do a trial of uninstalling it to see if I can do the Windows upgrade. (Something I had been hoping to avoid, but if you thing we're at that point I can try it).

    I'm trying to get the log files. I have downloaded the voidtools but I had issues finding some (I did the disk cleanup which might have gotten rid of them). I've put notes next to each one:

    PANTHER logs
    C:\Windows\Panther - Do you mean everything in this folder, or only the files listed below?
    setuperr.log - already provided in previous post
    setupact.log - Found one from C:\Windows\Panther\UnattendGC, please see attached. Attachment 189849
    Setupmem.dmp - not found
    setupapi.dev.log - Found in C:\Windows\INF, please see attached Attachment 189850
    BlueBox.log - not found
    Event logs (*.evtx) - Do you want only the ones with the same date stamp as the date I last tried the upgrade? or everything?
