Windows 10 bootable USB issue

I recently looked into hard-disk (or whatever it’s called) installing Kali Linux on my 2nd spare PC to mess around with, now the problem is, I cannot run the setup menu from the USB using Secure boot, since it blocks it, and using Legacy, it just tells me there’s nothing to read, it just hangs on a ‘PXE-2.1’ screen indefinitely, I’ve messed around with the boot order, but nothing changes, besides some of the options which removes all the text, and just displays the little line like you’re about to type something there.
On the ‘PXE-2.1’ screen, if I just boot into it without the USB already in my laptop, then it will say there’s no bootable disk, and ask me to plug one in, however, even after plugging it in, it still doesn’t read, and I know that my USB works perfectly, as when I use secure boot to boot to Windows, then it shows up and works just fine, as well as on my other PC, it works just fine.
When I began with this yesterday, I completely forgot that I had to mount the ISO do the USB, so I did that, and that’s where I’m stuck, as all the problems I listed are after mounting it.
EDIT: The USB is formatted as FAT32 if it’s important, also my PC is UEFI (pretty sure) might be BIOS & UEFI since I can press a key on boot and get into the BIOS/UEFI menu from there.
