Legacy also does not have to be set as long as you told it to boot UEFI.

The key has to be plugged in when the boot starts or the option won't be there?

Is your disk MBR or GPT?

A properly created Windows 10 USB flash drive will boot just fine with secure boot enabled. Fast boot has to be disabled in UEFI (sometimes) in order to enable getting to the boot menu that allows booting from USB.
