    This is the Fourth run of SFC. It's still reporting problems and saying it has fixed them.
    It seems to me SFC is repairing the same files over and over again. It seems to me the files SFC is using in the store are corrupt.
    How can I rebuild the store that SFC is getting the files from. Does that store get rebuilt if I do an in place upgrade to ver. 1709?

    Hi,
    1. The SFC report shows a significant number of different problems, indicating significant corruption. Examples:
    iexplore.exe, Windows Media Player, Windows Photo Viewer, Windows Mail, wordpad.exe, Microsoft\Framework\v3.5\Microsoft.VisualC (many), Windows Defender.

    It does end with
    Transaction completed. All files and registry keys listed in this transaction have been successfully repaired

    I find this puzzling as you noted, as you have repeatedly run SFC /SCANNOW - unless your disk is bad.

    Please check your disk.
    Download and install Hard Disk Sentinel (trial) and post a screenshot of its GUI.

    2. An in-place upgrade repair is certainly one useful approach which might solve some problems. It shouldn't be essential for SFC /SCANNOW to pass for the upgrade to occur though, assuming only minor discrepancies.

    Do you have the iso for your 1607 build?

    3. If HD Sentinel passes, please run
    chkdsk C: /scan
    and report the summary result

    4. Also post a screenshot of your partitions using Minitool Partition Wizard (free) expanding all columns as necessary so all text is shown. Make sure all relevant columns are included for all disks. (Do not use Disk Management).

    5. Programs:
    setupactpanther.log
    You appear to have significant remnants of Bitdefender and Malwarebytes - please remove these.
    Also remove a VPN program called IPvanish.

    6. Try this:
    Go to Control Panel > Programs and Features > Turn Windows Features on and Off.
    Turn off anything you've enabled, and IIS Internet Information Services if enabled.

    I removed registry entries for Bitdefender. I couldn't find anything for Malwarebytes. I have Uninstalled IPvanish.

    IIS was turned off. I haven't turned anything on.

    Thanks. Quick and partial comment - your partitions look ok, but your Hard Disk Sentinel screenshot looks very strange. ? for health? No statement about it. Compare..

    Yes, in the HeiDoc tool click Windows 10, then click 'select edition' and choose:
    Windows 10 Anniversary Update - July 2016
    Windows 10 Home/Pro
    (July 2016 is how the 1607 version number was chosen by Microsoft, it's YYMM)

    Then choose the same language as you have at present (English is US English, English International is UK English).

    When I tried to do an in place upgrade with ver. 1607 (The same version that is installed) the Windows Setup is asking me for the Product Key. I downloaded a program to show me the Product Key that is currently installed. I put the Product Key into the setup and it's telling me "This key doesn't work with this edition of Windows. Try a different key."
    This version of Win10 came installed on this machine..

    How did you try to run the upgrade? You only get asked for a key if you are doing a clean install, as you would if you booted from the install media.

    The correct way to start an upgrade is to have windows running, find the ISO file you downloaded in File explorer then double-click on it to mount it. This mounts the ISO as a virtual drive with a new drive letter. Find Setup.exe on the root of this drive and run it. At no point in an upgrade do you get asked for a key.
