    Sorry, no idea. If you have 1607 installed, and you have a 1607 iso, you should be able to do an in-place upgrade repair install.
    Repair Install Windows 10 with an In-place Upgrade Installation Upgrade Tutorials

    (But note that does not include the case where your installed OS is earlier than the current released build, which is why you have specifically downloaded one).

    Further: if your OS is 32 bits, you need a 32 bit ISO, and one of the same base language.

    One members opinion.

    You will spend more time and stress trying to fix this then just staring anew with a clean install. If you have a data backup and your software in hand (including necessary licenses) I would consider the clean install.

    If I might ask do you own a lot of purchased software or have you made a lot of customizations?

    Windows 10 is not Win 7 when it comes to the install. I would be very surprised in any drivers are missing after the initial install.

    An in-place upgrade repair install is the same procedure as upgrading to the next build.
    Thus, it keeps all programs and data and most settings.

    A clean install is like a new machine, nothing is kept.

    You can try inplace repair / upgrade first. I would still have a data backup.
