Many read but some not understood. How come you cannot boot using a windows 10 iso and fix the problems?
He is able to boot the ISO and did a Clean Install of Windows 10. It goes all the way through (he runs it overnight) and then hangs in a loop:

Can you boot to the iso then click repair then open the windows advanced troubleshooting menu.
What happened with each:
startup repair
restore
command prompt
If you used command prompt which commands did you run
Start with system restore: if there are valid restore dates start with the oldest and keep advancing to the most recent until you find one that works. IF there are none that work or if there are no restore points then move to the next option.
Next move to startup repair. If this fails then move to command prompt.
If this fails then move to command prompt > administrator: X:\windows\system32\cmd.exe > X:\system >
Type: bcdedit | find "osdevice"
This should display osdevice........... partition=C:
If the drive letter is different than C: please use the displayed drive letter for the next step
12) type: DISM /image:G:\ /cleanup-image /revertpendingactions (change G to the applicable drive letter)
Please use a camera or smart phone camera to take pictures and post images into the thread if you have any problems.
There are other commands and later in the day i'll be available to help if the above don't fix the problem
Do i do a clean install before? The loop appears to disappear upon shutdown, which I did, and I got a defaultuser0 account.
If you can open the iso > windows advanced troubleshooting menu > command prompt>
These are some troubleshooting steps to consider:
1) repair registry
2) fix boot
3) repair os
4) repair drive file system
5) remove pending update
