    Windows 10 17063 will not install - code 0xC0000005: ACCESS_VIOLATION

Trying to upgrade to 17063, Installer gets to PRE_OOBE phase, and rolls back to prev version.
The result is the same via Windows update, and trying a build 17063 ISO.
    Delving in the logs reveals:
    Code:
    FatalError [0x090001] PANTHR Exception (code 0xC0000005: ACCESS_VIOLATION) occurred at 0x00007FFE205E4643 in C:\Windows\System32\provengine.dll (+0000000000004643)
I have tried disabling most non MS drivers with autoruns, no change.
    No Broadcom drivers installed.
Non essential devices removed from system.
SFC reports no issues, a DISM cleanup has been performed.

Logs and dump >> Errorlogsplusdump.zip - Hostr, download and share anything.

One odd aspect to it, which I feel is a clue, is that I have multiple 'Windows.Old' being generated every update attempt (currently at Windows.old(25))
All Windows.old are exactly the same folder structure, containing one branch of folders, with the last one throwing an error when opened
    Code:
    C:\Windows.old(25)\Users\Robba\AppData\Local\Packages\Microsoft.Windows.Cortana_cw5n1h2txyewy
In this directory, is a single folder, called 'LocalState..' (note periods).
attempting to open or remove the folder will provide the below error, also, attempting to edit security properties gives: 'the requested security information is either unavailable'

    Code:
    [Window Title]
    Location is not available

    [Content]
C:\Windows.old(25)\Users\Robba\AppData\Local\Packages\Microsoft.Windows.Cortana_cw5n1h2txyewy\LocalState is unavailable. If the location is on this PC, make sure the device or drive is connected or the disc is inserted, and then try again. If the location is on a network, make sure you’re connected to the network or Internet, and then try again. If the location still can’t be found, it might have been moved or deleted.

    [OK]
Anyone have any suggestions? I like a good problem to solve, but need leading in the right direction :)

The event logs displayed the installation failure since 11/23/2017.
    There have been numerous crashes.

In the left lower corner search type: system > open system control panel > on the left pane click advanced system settings >

I had run a drive cleanup about 4 upgrade attempts ago.
