Bcoz I think my win7 is activated using Multiple Activation Key (MAK)
and now we know the rest of the story.

From a Windows 7 elevated command prompt ("Run as Administrator" Command Prompt), run:
    slmgr /dlv

Post the results here and we can see what's going on. If the results have anything about KMS in them, you can't upgrade to Windows 10 for free.

You should get a result Windows that looks like this:

We are looking for the results of the command run in Windows 7. The result window should look the same, just with different info.

Where did you obtain your Windows 7 from? It appears to not be legitimate:

windows 7 product key 2c9t3 - Google Search

Do you have a Certificate of Authenticity sticker on the computer anywhere with a product key printed on it?

I had to replace the hard disk in the warranty period. And I got it installed from HP service center..

Is there a COA sticker anywhere?

In your situation, I would try to upgrade to 32-bit Windows 10 and make sure that activates. If that succeeds, then you can clean install Windows 10 64-bit and skip entering the product key and it will activate from the digital entitlement from the 32-bit upgrade.
