Unable to upgrade to Windows 10, please help

    I am wondering why I was able to install Windows 8.1
    with no issues and I passed the compatibility check in
    Windows 8.1but can't upgrade to 10 because it's a dual
    boot on a virtual drive. Maybe I have to upgrade Win 7
    to 8.1 and then to 10

    Windows 7 need SP1 to update from Get Windows 10. Otherwise, you can download the ISO from here that doesn't have this requirement. The same with Windows 8, GWX needs 8.1, while the ISO can upgrade 8.0 straight to 10.

    I had no issues installing Windows 8.1 and the Windows 10 compatibility check
    shows no issues to install Win 10 but since it is a dual boot install with virtual
    drive, it won't let me upgrade from 8.1 for that reason.

    Can I upgrade Windows 7 with the ISO and keep all installed programs?
    My Win 7 install is up to date with all available updates

    Yes. Either use a program like UltraISO to mount the ISO file in the OS and you will get a drive letter like a DVD, run setup.exe from the drive letter that appears.

    Or burn an actual USB or DVD from the ISO, insert the USB or DVD with Windows 7 running, like you were going to play a movie or copy a file. Run setup.exe from it while inside Windows 7.

    No, I am not sure if the upgrade will be successful. I was only answering the last question:

    I installed the same driver in Windows 7 that I have in Windows 8.1 where I have no issue with the CPU but since its a virtual drive
    installation I cannot upgrade to Windows 10. It is still not working and now I discovered another issue when I tried to just do a
    clean installation, I cannot boot from my DVD drive, it does not load the Windows 10 ISO and the drive works without any problem when
    I am booted into Windows I can start the installation from DVD but it stops again due to the CPU issue. What can I do now?

    Check your BIOS if you boot in UEFI or Legacy mode. If there is an option set it to "UEFI first" (so if no bootable media found will then try legacy mode), otherwise try setting that to Legacy. Some DVD don't like UEFI, they boot only on Legacy mode.
