Yup. I have Windows 10 Home Premium since I had Windows 7 before. Aka I have a legal copy of Windows 10.

This is a long shot but is this a common pc (desktop not laptop). If yes, and you are using some old keyboard and or mouse, you may need to enter bios and enable legacy usb for keyboard and/or mouse. Just a shot in the dark.

Just trying to get some answers first as to what you were doing, yes, have to be activated from an upgrade to do the clean install.
If did upgrade online or from media creation tool. Now using a disc to try to do a clean install and you are stuck at asking you type of keyboard layout, what exactly happens, won't move past it at all by choosing correct layout, US English ?

Could be, wonder why this issue did not show up till doing a clean install if all along same keyboard unless it was changed and is also some different language or region keyboard. They can be something with maybe USB only if was stuck, no mouse or keyboard use, again if both are USB.
