I'm not sure what you're trying to say as it's hard to follow and understand.
As for a reboot, both monitors are turned off and then turned on. What monitor you have set as the primary is the first active monitor.
When I boot up my computer the secondary monitor wakes up first, also. Then my main monitor wakes up after Windows gets to the log in screen. I think this happens because of the BIOS settings. I change something in my BIOS a while back, and it acted differently. So try that. You can change your quick boot settings to see what happens, but only do this if you feel comfortable with changing the BIOS.
It was regarding "fast boot settings". Do you know how you see your motherboard type, manufacturer, memory, and all of that when your computer boots up? I remove that setting. I just get a blank screen with no information about my manufacturer, etc. It just boots to Windows.
Back in the day....that screen provided valuable information if a system wasn't booting up. It would actually point you in the right direction to start diagnosing the problem. Plus the splash screen shows you the FN keys to access certain areas of the system....perfect for the novice.
