Screen resolution sometimes resets when rebooting

Before I get to the issue, let's start with another issue. When my computer is restarted and it clears the page file, I have issues with things freezing for about a second. Since I think this might affect Minecraft, I choose to reboot again by clicking Shut Down and then turning on the power again.
Now let's get to the issue. This usually happens after a power outage. When I do the above, the screen resolution sometimes resets to 1024x768 (my monitor is 1920x1080). It usually takes another reboot or two to fix it. I tried researching the issue only for the search results to be flooded with reports of people having this problem on EVERY reboot, while in my case it happens when rebooting by shutting down mostly after a power outage.

Hello, first make sure you are running a current GPU driver. Next, hit the (START) key and type msconfig . From there look on the boot tab and make sure base video is unchecked.
