Sorry for jumping in late as well but I am also having this same problem. I have two monitors connected to my PC one by HDMI and the other by VGA, when I initially connected them they both worked great, then after updating windows the second (VGA) monitor showed no signal. I have tried just about every option I've found online to no avail. They both show up on my devices as connected and I can move the mouse off screen and take screenshots as if the other monitor is active but it shows no display. I've rebooted my computer, checked the graphics card, changed the cords, and deactivated both monitors multiple times and I still have had no luck.

I, too, am experiencing the same issue. Multiple monitors used to work fine for me, but now I am attempting to run additional monitors through the display ports of my GTX 960, and neither one is showing the signal that it is supposedly receiving. Windows display settings recognizes them and I can move my mouse off of the screen towards them. Considering we all have different hardware (I'm running an AM3+ socket CPU) and our graphical drivers are otherwise working, this must be a Windows issue.

I think this has something to do with the newest windows update. I had both monitors working at first but after the update I can only get one to display, and I have the exact situation given at the start of the thread. It's very frustrating.

Its been a while since ive been on here guys.

This problem I have now managed to crack !! Its not so difficult really.

I will upload data. This bug has to be video'd.
Streaming media is yes, a problem.

I will give you some early clues. Only from what i have managed to work out.

Eyefinity is how I figured it out.

To make 3 screens work its important you invest in an active display port, so you can enable 3 screens to run at once. Without the active display port youre stuck with just two lonely screens with a 3rd greyed out !!!

With a single graphics card nowadays you have the potential to run upto 4 screens at once, crazy shit !

So again, with out that active display port lead, you can try and run 3 screens but you'll only ever have 2 that turn on at the same time. The 3rd, whether its DVI, HDMI or AGP, it's there like Covid, like a damn rash, squeaky door, rattling car interior. Very hard to diagnose.

Why would the 2nd screen seeable option be removed from Vista onwards?
This 2nd hidden display is a very very nasty object that to me is embedded into this operating system without any kind of respect. If 'I' can work it out, and see exactly what it is and what its doing, then it cant be that difficult to find.

Im no computer programmer, never interested me. Id rather find my own way of figuring out this bullshit. You think Linux is powerful? MAC? Ha, their not on the same level as this.
Windows is something my old man said years ago. 'Install anything onto anything', and that just just about sums it up !

First things first and attack the source.

So the question is ?? What is creating this 2nd or 3rd hidden display?
Its within the loop of Windows itself. A good first starter is to use the Group policy settings a remove Font size changes.

    1. PCI slot running a sound card can run AGP through its Joystick port.
    2. A joystick port can run Midi
    3. Midi is the new Sony Philips DIF
    4. CD Roms DVD Roms run Sony Philips DIF
    5. Midi has a 'in' and an 'out'
    6. HDMI to a TV needs to be looped back into graphics card
    7. HDMI TV's can loop or daisy chain upto 5 times
    8. CD Digital out is the loop.
    9. SPDIF to PCI bus from DVD Rom back into Serial COM IRQ 5/7
    10. Unknown Device

I'll be back sorry its a mess, tired

    Peace

For me its the CD DVD drive which is turning itself into a DVD Ram device, which is totally wrong for 99% of peoples uses. A DVD Rom is a DVD Rom no matter how i see it. A DVD Ram drive has abilities way out of most peoples control, me included !

The first step to attack this shite is to set up an admin and a user account to their full potential and reduce the total permissions within the user account so you might be scrounging but its what we want for now.

Next in Group Policy both Computer and User firstly Computer admin template go to the Windows Installer settings and this is how ive set mine up for now using Windows 8.1. Even Windows XP has the power to stop this junk.

Allow users to browse for source while elevated - Disabled
Allow users to use media for source while elevated - Disabled
Allow users to patch elevated products - Disabled
Always install with elevated privileges - Disabled
Prohibit use of Restart Manager - Enabled
Remove browse dialog 4 new source - Enabled
    Prohibit flyweight patching - Enabled
Turn off logging via package settings - Enabled
Turn off Windows Installer - Enabled
Prevent Users from using Windows Installer to install - Enabled
    Prohibit Rollback - Disabled
Turn off shared components - Enabled
Allow User control over installs - Disabled
Prohibit non Admin from applying vendor signed - Enabled
Prohibit removal of updates - Disabled
Turn off creation of system restore checkpoints - Enabled
    Prohibit User installs - Enabled
Enforce upgrade component rules - Enabled
    Prevent Embedded UI - Enabled
Save copies of transform in a secure loc - Enabled

After that I went to the Local Security policy settings and changed the user settings so it only allows signed drivers, code signing is the term used.
As an admin, once changed goto device manager and uninstall the CD Rom / DVD Rom and then log out and log into new weaker user account. Then reboot machine.

The aim is to stop the optical drive from being used as a ram device and back into its nicer form, a CD or DVD rom device and if you really dont need it, go to both the DVD drive itself and Windows Media Player and change the CD DVD rom from outputting a digital output to only analogue.

If this isnt any help for you and im way off the mark then soz bud, and maybe it could be help for others of this nasty pest

To anyone coming across this old thread as i did, nothing i did (swapping cables, ports, settings, drivers) worked, the trick for me was physically turning off the power switch to the affected monitor and leaving off for roughly 10s, just turning OFF the monitor power button didn't cut it.
Once powered on the monitor reset itself and screen was usable.

Feeling annoyed with myself after all that troubleshooting.
