Use DDU in Safe mode and turn of Windows Safe Screen or whatever it is called. After reboot from Safe mode pull your Ethernet cable or disable your network.
I tried DDU many times today with my laptop on flight mode and the LAN cable pulled out. Still not able to install NVIDIA drivers.

What is Flight Mode? Per your sapecs you are using a outdated version of Win 10.

Flight mode is another word for airplane mode.

Airplane Mode lets you turn off all wireless signals going to and from your Windows 10 device, like Surface Book, Dell XPS or anything that runs Windows 10 OS. When in Airplane Mode, you cannot connect to any external network like the Internet, WLAN, or Bluetooth etc.

I'm running Windows 1809 which is known to be the last known stable build of Windows 10.

I'm eagerly waiting for 1903 which will be released in last week of May hopefully.
