We could use a lot more information.
What is the make, and Model # of your laptop?
To Toggle between your LCD screen and your TV there is an F Key with a picture of a monitor on it. You would hold the FN key+ that key (ie) F5 or something.
Go to Start/Search and type devmgmt.msc, right click devmgmt results and Run As Administrator. In the Elevated Device Manager are there any devices with yellow flags?

No yellow flags. Pressing the Fn key and the F5 key still no HDMI output to the TV. Interesting I have video and audio on my laptop. When I turn my TV to the input channel 2 (where the HDMI cable connects to the TV) I lose the audio on my laptop. When I switch the input on the TV back to channel 1 the audio on the laptop comes back on.
I have a Dell and everything was working perfectly before the Win 10 upgrade yesterday.

Do you see 2 monitors shown in Settings > System > Display? Try the Windows Logo key + P and try Extend or Second Screen Only.

It says 1 monitor. Duplicate does not work ie no signal to the TV. Extend is weird...I get the screen saver for windows 10, Nothing but the three big blue balls and a bluish background nothing else. Second screen only is good. I can send video to my TV from my computer but the computer screen is black.
Can not get both the computer screen and TV to be on at the same time. This was working before the upgrade.

You need to have both monitors shown in Settings > System > Display for things to work right. Unplug that second monitor while Windows is running, then plug it back in and see what happens. Also look in device manager for any yellow ! or red X's.

    Hello,

No yellow or red flags in the device manager. Only one monitor is displayed. I unplugged the HDMI cable with Windows running and it didn't make any difference. Can't get both laptop and TV on at the same time. When I press "detect" it says it can't detect another display. So "duplicate" doesn't work.
    This is a bug.

Best guess is its a driver issue? What does Device manager show for Display Adapters? On a clean install I can only ever use 1 monitor until Windows update installs my NVidia video card drivers. Once that happens and I reboot I get multi monitor support. That's on my desktop PC. I run dual displays on my laptop but my second display is a portable USB monitor. I don't use the HDMI out on my laptop. I don't think I have ever had anything plugged into it?

Another option is to go to Settings > Update & security > Update history and see what was done lately. Options are to uninstall the latest update to see if it fixes your issue, or use system restore to go back to point where it worked. If successful, then keep track of what happens to break it again.

Can't uninstall latest Win 10 update

One Driver is Intel(R) HD Graphics Family. How do I install NVidia video card drivers? Update history Cumulative Update for Windows 10 Version 1607 for x64-based Systems (KB3201845) on 12/11
Office XP Service Pack 3 failed to install many times. Why would they try to install this? I have Win 10 I may uninstall KB3201845 after I hear about the driver I asked about.
Can't uninstall latest Win 10 update. I waited fifteen minutes and it never completes the uninstall. I should not have to worry about installing any more drivers. There is something wrong with that update.
