Just make sure it is Fat32 Formatted , USB2 has better compatibility too it seems...
Flashback went fine. Yay!
Reinstalled old 7970 card, trying combinations of different PCIE slots and cables from the PSU.
No signal from the monitor whatsoever, and the VGA LED on the motherboard stayed on. Pretty sure that one is toast.

Same issue as before (signal to monitor, ASUS boot screen pops up, ring of dots start swirling, then total system freeze).
It feels like there's some hiccup between Windows 10 recognizing the card or knowing what to do with it once it realizes its there. But other than that speculation, that's all I've got for now.
Did you ClrCmos after the Bios flash or pull the battery for 5 mins? (to ensure everything was refreshed) then go into bios and set optimised defaults?

Can you boot off a DVD or USB to say Kyhi's Boot Disk 160707 ? or macrium Rescue disk
Windows 10 Recovery Tools - Bootable Rescue Disk
if so try the Macrium Fix Windows Boot issues Option , incase the Current boot issue is not GFX Card related just a messed up Boot File or two.

Did you ensure after flashing the bios that the Boot Order in the Bios is correct ?
If UEFI it should say Windows Boot Manager 1st
If Legacy install it should have your HDD/SSD as the 1st HDD
it may show USB or CD as 1st boot item if legacy but that shuld not matter if neither has a bootable Disk available it should then boot the HDD auto after not finding the others....

Just did a quick experiment, after reading this thread, which I feel is confirming my suspicion that the problem lies with Windows 10 continuously overwriting any changes I make to both the BIOS and Windows.
I went into the UEFI BIOS menu and changed one of the settings so that it prioritizes PCIE over the onboard video.
Then I rebooted, went into Windows 10 Device Manager and Disabled the onboard video. Shut down, installed the 7970 card...and voila, I was able to get into Windows 10!
...except I couldn't interact with anything using the mouse or keyboard. I could see my desktop, I could see the mouse pointer moving around, and the backlights on my keyboard were lit up like there wasn't a problem, but I couldn't do anything. I reset the computer and suddenly the problem was back.
I removed the card, rebooted again, checked the UEFI BIOS menu and lo and behold, the setting I had changed to PCIE was changed back to Auto. Then I logged in to Windows 10, checked the Device Manager...and the onboard video was Enabled again.
I feel like at this point I'm just being effed with by Windows 10. It refuses to store the settings and changes I want, and keeps returning things to some kind of default state that I have no control over.

I had a similar problem when I could not boot win 10 with my Nvidia 760 (also had a PSU failure), but would boot with onboard graphics, ended up being a corrupted BIOS, flashed a newer (than I had) BIOS and it boots fine with the Nvidia card now.
Perhaps I am missing something ? but the 2nd pic looks the same as the 1st pic to me.....
Cant you disable the iGPU in the Bios completely ? ie set them all to disabled ? , it wouldn't surprise me if that is somehow overriding the setting if not....

The second pic is the first pic, it's just showing the same file again after I made one small edit to highlight the field I was talking about. I edited the post to only show the highlighted pic.
And if there's a way to disable the iGPU outside of that screen, I'm not seeing it in the BIOS. But it doesn't explain why settings I'm changing in the BIOS and in Windows 10 Device Manager are reverting.
