Pegatron has gone out of business I think , which maybe why no further Bios Updates, but not sure if OP is on the latest? or if there were any bios Updates?

Apparently not , just what I read on another Thread about similar issues with a Gateway OEM MB.....

Have you considered presumably if the OP enables an MBR /CSM legacy BIOS /boot on an OEM UFEI /GPT configuration he will have to use diskpart and clean out the GPT partitions and re initialize and format his HDD or SSD for MBR /NTFS and reinstall his OS and data ......or are you talking about something else or just turning his PC into a doorstop or something I don't know or is OP PC CSM legacy BIOS now and I typed all this for nothing ? .
Yes I thought as a joke I'd try and turn his PC into a Doorstop ........ not funny ? my bad.... :)

OK seriously ....turning on CSM in a UEFI enabled bios with the correct options will allow Legacy hardware to initialise.... it is why CSM (compatibility support Module) is in the UEFI Bios.

I did update the BIOS before I installed the new video card.

Yes but if it is in FULL UEFI Mode it may not initialise the 970 , you may need to enable CSM in the Bios , it may not be on by default, and enable Legacy Mode for PCIe Devices .....assuming your Bios has these Options being an HP.

This may not be the issue of course ? and if Secure boot was also enabled with a Full UEFI Bios then you won't get into the Bios except form within Windows either.

thanks good to know I'm a UFEI /GPT newbie with this PC in my spec. and don't know a lot about it other than how to convert an MBR to GPT and vs versa with diskpart and Drive manager and a little about the vid card ,OEM mainboard compatibility/incompatibility I experienced and read about and otherwise I am just a too long since DOS/Win 3.0 and AT clones half azzzed PC enthusiast up to 4 win 10 PC's here now

Is a GTX 970 a legacy device? Seems unlikely.

I don't recall whether CSM is turned on in my X79 box. I didn't have to do anything special to install a 970.

No sure 100% but I have ready many issues about them and UEFI Bios's but Company's like HP/Lenovo whitelist their hardware too , eg I tried changing a mini wifi card in a lenovo but the bios wouldn't recognise it as it was not a lenovo part no# (it was intel) . With UEFI the Whitelist is in the Secure Boot Keys etc , so disabling Secureboot and enabling Legacy should get it going....

WARNING **** hopefully that doesn't screwup the Windows installation********************

found this article at HP about it finally

I beleive it is more about whether the GFX card is UEFI GOP ready if Fastboot is enable, if not you get blackscreened at boot usually and it may not boot at all. The basics below or search UEFI GOP..

Ain't that the truth ? They even do it with CPU you can't go (even plausibly ) above the max CPU wattage for same family CPU tattooed in the BIOS either or the CPU won't work at all ......probably to protect the min. spec OEM config. mainboard VR's and the rest of it ..

ppfffttt...... and then there is the no go on anthing above 6 series nvidia d/GPU in a lot of HP with legacy BIOS , the aftermarket 650w PSU not withstanding and my S.B. Core i7 HP P6 /GTX 680 (now) is just like that too and an AMD 125 W same or - same family CPU wont work on a 95 watt HP OEM mainboard either and an Intel Core i7 2600 or 2600K Core i7 - 95 watt CPU wont fly on an configured for max 66watt > Core i7 2600s CPU HP -mainboard /BIOS either .

ppfffttt...Don't ask me how I found all that out

Yikes. I had no idea about "whitelists" used by OEMs.

Makes me glad that all of my desktops have been homebuilt since 1997.

That all makes a good argument for an DIY build with an upgrade compliant main board /BIOS and phat PSU .

OTOH you can pick up HP factory refurb current model yr. HP PC at much less than a good custom and plausibly upgrade them within thier mainboard BIOS tatoo limitations with a plausible d/GPU and PSU upgrade and an SSD boot drive but you have to know the variables or find them on the web later or be prepared to change out the mainboard and you may still come out ahead with a windows 10 licence and nice case and less $$ and a plausibly decent assy line build .

lots of plausible choices these days like $349.00 Factory refurbished 2016 Core i5 HP desktops with 8GB ram and one or 2 TB HDD that are usually seasonal inventory adjustments or end of model year pulls or surplus in time for the fall selling season 2017 product or assy line test & repairs and not used if you know where to look and not the usual off lease 3 yr old Business PC MS authorised refurb box . for the same or more $$$ .

Having been willing to consider and having built a fair share of PC and game PC for personal use I SRSLY doubt I can build a Haswell or newer Core i5 1tb metal , 8 GB ram ,ODD, case, 300w PSU and decent case, card reader ,usb frt panel 2.0/3.0 headers , ports ,fan and windows 10 licence ( mouse and KB I wouldn't bother with ) for anthing near $349.00 ,that same PC and stock intel HD 4600 IGPU new or a build spec like that is maybe north of 6 benjamins and for 3 bills you can plausibly upgrade it with d/GPU and PSU and have way more d/GPU for 6 bills anyway.

I'm done with AMD they don't have anything outside of a low budget and nothing for plausible AMD FX vs Intel Core i5/Core i7 performance wise and their room heating FX 9xxxx flagship CPU's cant beat an Intel Core i3 at gaming and likely not single threaded I/O either anyway .

There are virtually no games or software optimized for AMD Core scheduling etc. and therein lies part of the AMD vs Intel performance deficit today they lost that long bet long ago .

Paid my AMD dues over the last 25 odd years and as recently as before this PC in my specs with an 2010 octa core K10 HP - AMD CPU and more often than not regrettably each time as opposed to what should have been a SB Core i3 or i5 back then or nearly so in 2011 before this much smoother ,drama free and faster 4 core Intel PC and the 3 Intel PC since then here.

OTOH in all fairness some of that on the last AMD PC might have been the known to be lousy and low spec OEM AM3 mainboards and BIOS HP had back then I never thought the CPU itself was bad and it's still plausible and plenty quick for a lot of PC users .

I'm finally having no AMD CPU/APU PC's in the crib here...YMMV and they do often work fine depending on the variables sometimes just not as good as Intel w/o SRS OC and all that risk and AMD at high cotton core i7 or Xenon levels never happened .

Changing out the MB may lose you your Win10 licence ...unless they believe the MB "died" certainly you will need to "Reactivate" by phone , just make sure to Claim it's only installed on 1 PC . Since FEB I have had to do it 6 times but only spoke to a real person once , but got reactivated each time ok , however that was all before the "Free" win10 upgrades finished.
