I don't know if this is the problem or not, but my driver version shows 10.18.13.6881 and your driver version is 10.18.13.6822. Have you went to the NVidia website and installed the latest drivers?

The 750 ti supports DirectX features in hardware through 11.2. Features that aren't supported in hardware will run in emulation.

The Lt. Cmdr's Geforce 970 shows DX12 support because it has it. I think that it would show DX12 with any true Win 10 drivers.

I don't get Post #3. The Radeon HD 7970 is a DX 11.1 card. I think that it's too old (released in early 2012, according to Wikipedia) for full hardware support for DX12.

This right here. Need a 900 series or higher GPU for full DX12 support. Basically all kepler and up cards support the DX12 API but only 900 series and newer have full hardware support for the advanced features, and only those cards will show feature levels 12_0 and 12_1 in dxdiag.
