I'll hypothesize,
and say the problem is all that 3D stuff that's been added to Win10, doesn't "taste good" to NVIDIA's software.
Maybe path's have been changed, or it's one of the new services has been added(over 244 new ones I think it is).
It is being offered in WU in waves, certain sections get it before others. If you are among the unlucky you will be offered to download it, but MS did not want to offer it to all users at once.

Up to now this latest update seems to have fixed the non working NVIDIA Control Panel issue :)

3 days without a black screen boot up problem. Looks like they got this driver right.
