Umm have you tried disconnecting your PC from the internet, go into settings/recovery and resetting 1909, keeping programs and files, and installing 436.48.
Yes-I tried everything I knew. It will as posted allow a DCH driver to be installed but I do not want a DCH driver. A user should be able to use whatever driver they want and not what MS wants.

Does anyone know if the the procedure to disable Drivers Update in GP Editor from Brink's tutorial still works?:
Enable or Disable Driver Updates in Windows Update in Windows 10

    That's really messed up.
Those DCH drivers are really only for OEM hardware like laptops, or over shelf PC's like dell and HP, and not self built ones.
"DCH" (Declarative, Componentized, Hardware Support Apps) refers to new packages preinstalled by OEMS implementing the Microsoft Universal Driver paradigm.

DCH drivers cannot be installed over a standard system, and Standard drivers cannot be installed over a DCH system.
I could understand for Microsoft crap un-upgradeable surface hardware, but not selfbuilt systems.

I just implemented the Group policy thing. When 1909 goes final, I will see if it works. Chances are MS will delete that from Group Policy like all the other stuff they took out.

That's probably the only way to find out by doing the same when 19H2 is officially out.

This entire thing is puzzling now because when I was on 20H1 MS permitted me to install Nvidia Drivers.??

No problem with NVIDIA Drivers, since I always use DDU with Inernet disconneted to prevent MS from messing aroung with generic Drivers while updating. My main problem with MS is when, after a FU or CU, one finds out that the Audio system is not working anymore or worst the pairing of one's headphones had gone Kablooey.
