Latest NVIDIA GeForce Graphics Drivers for Windows 10

    If and when Windows Update installs a DCH driver over a standard driver install... (which should never ever happen but does. GG Microsoft)
    It will break the control panel setup. no amount of installing/removing/re-installing the DCH control panel app will get it to work right again.
    I had this happen once already on rp ring, and the only way to get it to work right again was safe mode DDU and a clean re-install of the driver.
    If this stupid issue ever gets pushed out on the public release Windows Update to the masses, Microsoft will have a real big mess on their hands.

    The only thing I can think of that could have happened is that the Windows Update downloaded a DCH driver which comes without the CP. If it was then some remnants could have been left behind and are causing your problem. DDU should sort that out.
    That is what I did DooGie. When I went to The RP , MS installed their own.

    As you say Tim this should never happen but MS seem to insist on forcing DCH drivers on users in their updates. I took the easy way and just install NVIDIA DCH drivers when I update them.

    I am a Gamer so I installed the Game Ready Driver. I removed the reg hack that I had that did not permit MS to install Drivers. I did this so it would not fail. Then I used DDU etc...

    Well the CP for DCH drivers comes from the Microsoft Store. Just check for updates on the MS Store and it will install it if you are on DCH drivers. If you aren't on DCH now but the CP is not working you need to uninstall in safe mode using DDU just as @Wannagofast posted above Latest NVIDIA GeForce Graphics Drivers for Windows 10

    All is Good Now, The Nvidia Control Panel always works.

    Heed the recommendation in DDU to disconnect from the internet when uninstalling/installing the new drivers. One time, while in safe mode with networking disabled, MS still managed to force a driver onto my system. I just unplug my ethernet cabel from the router.

    Mind sharing? I had a reg hack set to do the same, but now if I don't disconnect the internet before running DDU, Windows will force an old DCH driver on me before I can install the new regular driver. It's annoying as all get out.
