ZBook / MS Windows 10 Enterprise / screen dim / brighten barely works

I have a ZBook / Intel Core I7 / NVidia / MS Windows 10 Enterprise laptop. The screen dim / brighten keys barley work and then screen is really dim and I would like to brighten the screen but the max brightness is just a few notches above min dim. I know the screen can go brighter because I've rebooted the laptop into bios maintenance mode and the screen there is plenty bright. Also, might be related, but my laptop keyboard was skipping characters and inserting multiple characters, so, I switched over to a basic usb keyboard and this basic keyboard does not have keys for dimming and brightening ... so, I'm still using my laptop keyboard for those keys.

Any and all ideas on how I can get my screen to be brighter would be much appreciated.

These are trial and error steps:

1) Reinstall the GPU drivers from the HP website

2) Run:

msdt.exe -id DeviceDiagnostic
msdt.exe -id PowerDiagnostic
msdt.exe -id WindowsUpdateDiagnostic
