Different screen resolutions issue for 2 monitors

I plugged in a 2nd monitor. Set to 'Extend these displays'.
When either monitor is turned off, the program windows like web browsers and Windows settings and folders in the MSI monitor will shrink in size and my desktop icons will move around on the main monitor. I have none on the Acer monitor.
If I match the Scaling then the icons do not move around.
The windows I moved over to the Acer monitor will move back to the MSI monitor. If I turn off say the MSI monitor then all of the above will display in the Acer monitor.

If both monitors are left on the issue does not happen.
I have read in years past that Windows is the source of the problem.

Question: Is there a fix for this other then to get a matching screen resolution monitor?

32" MSI monitor <- set as "Make this my main display'
    2550 x 1440 (Recommended) at 164Hz. Using a display port cable. Scaling is 125%

    27" Acer
1920 x 1080 at 60Hz using a HDMI cable <- this is the max screen resolution. Scaling is 125%

    Windows 10 Pro 22H2
NVIDIA GeForce GTX 1650 graphics card that has DVI, HDMI, Display Port.
