Nvidia Control Panel - This App Has Been Blocked by Your System Admini

Google, reddit, nvidia's off forum... nothing helping... please help.

When windows starts and when i click Nvidia from context menu or from tray icon i get this message/error : "This App Has Been Blocked by Your System Administrator" and happens nothing, i mean control panel not opening. But i dont get this error when im launching control panel manually with help of "nvcplui.exe" (full path of file - "C:\Program Files\WindowsApps\NVIDIACorp.NVIDIAControlPanel_8.1.964.0_x64__56jybvy8sckqj\nvcplui.exe").

I installed (and because of this problem i reinstalled many times) this driver from off site.

    Thank you for your reply.

I assume you mean you found the same happened with SmartScreen disabled.

What happens if you run it as admin (as per the link I posted)?

I also assume you have searched as suggested:

If i open from context menu in desktop problem exists, i mean not fixed.

But if i open nvidia control panel with help of exe "C:\Program Files\WindowsApps\NVIDIACorp.NVIDIAControlPanel_8.1.964.0_x64__56jybvy8sckqj\nvcplui.exe" this worked before good and works without any problem right now (no matters i opened with admin or not, opens without any problem, problem is only with when opening desktop context menu and from tray)

and (i think) because of this problem, After the system boots, the screen darkens and the Your application window is blocked by the administrator - error message appears. There is nothing in startup: https://i.ibb.co/CzQHs7K/image.png

Can confirm mine is fine from the desktop context menu - but I use a 3rd party AV which disables many of Defender's functions.

For me, that context menu points to
    C:\Windows\system32\nvshext.dll

    @antikfilosov
Your path here is different to mine:
    C:\Program Files\NVIDIA Corporation\Control Panel Client\nvcplui.exe
    - and yours is in Windowsapps - so I guess you are using the Store app.

I wonder if your context menu points somewhere different too...
(use Autoruns, free from MS to find its path)

Seems your installation is very different to mine..

Note that there is a Store app for the control panel and that's what you seem to have. I don't.
