Try turning off and then on the Display Policy Service once. Then connect the monitor.

I did an upgrade from a Windows USB the other day as well, which should have reset windows system files, but the preferences would have stayed the same. I was trying for a repair upgrade but what I encountered was different to the guiding article.
Then I'm fresh tapped out of ideas other than to say it's OS corruption or the motherboard.
