    If you don't know how to overclock you can find guides to help you but don't think it will help the issue.
    Even changing resolution it stims from thread and windows scheduling on how it handles the information to the cpu hopefully windows will have a hot fix to take care of the scheduler AMD has known about this btw.
    You can also use the "Resizable Bar" settings found in bios and it might help some to control the dips.

    How long has this been an issue with AMD for? I always was under the impression for gaming Ryzen takes the cake over Intel

    This has been since launch.
    The better chip with no issues like that is the 7800x 3Dcache all on one CCD
    Intel is still king but when AMD fixes those issues they will do much better against Intel.

    its not just the CCD either it comes down to what games you are playing how they are threading and also what their shaders are doing in a round robin effect in conjunction with the CCD.

    You can try disable SMT and force a 1:1 ratio of threads to cores. You still need to account for some fundamentals and you should also be reading in real time while playing some games some of the stuff i mentioned earlier.
