Anyone know how to reduce display scale of everything to 50% or less?

Man, I've been scouring the net for an answer to this one! Okay, the mobo on my main Win 10 desktop computer is broke and I can't afford to replace it yet. So I'm trying to use my Toshiba Satellite laptop running 64-bit Windows 10 Pro (an older version than I thought: 1909). I can't easily read the built-in laptop display, so I connected it via HDMI to my HDTV @ 1920x1080 60hz, which technically works fine (barring an unrelated issue I won't raise here) -- except for everything on the screen being humongous!

I've tried setting up the HDTV display as a clone, or an extended display, or as a single, standalone display, but the only change I can make to the items on the display is to make them bigger still (with the exception of the desktop icons, which I can reduce using "{Desktop Context Menu} -> View -> Small icons"). For example, Windows' Display Scaling can only be set to 100% or more. But I want it set to 50% or less! How can I do that?

I'm a knowledgeable user and understand that, theoretically, the Intel HD Graphics 4000 control panel can be used to change the display scale (or aspect ratio or to custom resolutions), but I can't get any of them to actually do what I need; everything stays at 100% scaling or more. Does anyone have any suggestions to try? How about some registry settings? I already have the latest drivers (for everything). Thanks!

I just found an acceptable "solution": Although I've learned that it's impossible to reduce display scaling to less than 100% under Windows 10 (apparently you could do it with earlier versions), a good work-around is to use the built-in "Zoom" feature, which not only works on Windows items such as the desktop, it will work in browsers and other non-Microsoft applications.

Both my laptop and TV are 1920x1080 @60Hz. If I hook up my laptop to my TV with an HDMI cable the scale stays at the default value of 125%. I am tempted to increase the scaling to 150% because the text seems too small from 10 feet away.

Are both the resolutions of your laptop and TV 1920x1080 @60Hz? If they are both that then I find it strange everything being too large. I would expect the opposite to be true. After you connect the laptop to the TV recheck the resolution. It is possible that the resolution has changed to something like 1366x768. In that case the icons and text would be a lot larger than before.

BTW, the default scaling depends upon the screen size relative the resolution .
For my desktop with a 23-inch monitor and 1920x1080 resolution the default scaling is 100%.
For my laptop with a 15.6-inch display and 1920x1080 resolution the default scaling is 125%.

You could play around with the Win8DPIScaling, LogPixels values....

And then this one. Never tried myself but it may still work.

    Lot of combinations I guess.
