On mine 64 bit from around same era with HD4600, a 1997 game 4:3 shows OK, no sign of the Desktop in or outside of the area.

Until I find a better solution, I found a workaround. I go to Display Settings, advanced settings, List all modes and set the screen resolution to either 640x480 or 800x600. I then rotate the tablet to portrait mode. When I load one of these games it automatically starts in window because full screen is not supported in portrait mode. But because of the low resolution the game graphics fill the width of the screen. I can then rotate to landscape mode and play the game in window with the height filling the screen. This is far better than the small 2/3 window in native 1280x800 resolution. The graphics are not blur or anything, they are as good as they get and the window is large enough to play comfortably on the 7" screen. Not an elegant solution, but it works. The bug appears for any game that tries to go at full screen mode. Playing the same game in a window is OK. Thanks to this workaround I can at least fill the screen height and play comfortably.
PS: I connected wirelessly to my TV via Intel WiDi and the games work perfectly in full screen mode (provided I enable only the TV, not clone and use a mouse to play). So the bug appears only for the internal screen.
