Screen goes black while playing Metro Exodus, then "No Signal"

I was playing Metro Exodus for a while. The screen went black followed by a "No Signal" message on screen. I could hear the video card fans screaming away (as they had been while playing the game), but no picture. I decided to do a forced shutdown by holding the power button down. Nothing. The computer would not shutdown. Then tried the RESET button on the PC case. Nothing. I had to unplug it from the wall for it to shutdown.

What I have done with no success-

1. Tried plugging into different Display Port port on the video card.
2. Video card was very dirty. Blew it out it compressed air.
3. CPU cooler and all fans really dirty. Blew it out it compressed air.

Now when I boot up I get a momentary splash screen from the video card, then it goes black and no signal.

Did I fry the video card? Is there a reset of some sort? Why wouldn't the PC do a forced shutdown? That is new to me.

System Manufacturer/Model Number: Custom build
OS: Windows 10 Professional
CPU: Ryzen 7 2700X
Motherboard: MSI Gaming Plus
Memory: 16GB DDR4 3000Mhz
Graphics Card: Gigabyte GTX 1070Ti

The first thing I would do is find another video card to test with and see if you can boot into Windows.

There is a very good possibility that you have lost your 1070 Ti. When a graphics card fails it can do all sorts of funny things to a system, including preventing shutdown.

If the system boots normally with another GPU, I guess you'll have your answer. If not, the next place to look is your motherboard and PSU.

That is what I was afraid of. I have never had one go out on me. I will have to buy one to test. Thanks.
