I bought a new HP monitor which was on special. And Im getting a lot of colour banding appearing sometimes on certain pages.
Is this the monitors fault? My GPU 3060Ti I assume would be able to handle 10bit colour range. So would the best suspect be the monitor?

I can see the banding... barely. A lighter color background might have been easier.
Might want to list the model number of the monitor.
Might want to play around with the 3D settings in Nvidia Control panel, or these settings...

I made the same changes as your Nvidia Panel. but doesn't help. I think Its my monitor which is not at a professional level.
It is not a monitor fault as such, more a low bit rate and black level effect in the display panel
The cheapest ones may only have a native 6 bit panel with dithering to get 8 bits.
A professional grade panel maybe native 10 bit, and a lot more pricey.
