Is there a method to command a monitor to power up when Windows starts

I'm actually asking the question "Is there a method to command a monitor to power up when Windows starts" because I suddenly have the problem of a Dell P2018H connected to my Dell XPS8700 (running Windows 10 64 Home with an MSI GeForce GTX1650 Graphics Card installed) powering up (Monitor turned off with its power button) when my PC does it scheduled restart each morning. Since I haven't found an answer to the issue I thought I'd work at from the opposite direction and see who knows how to make it turn on, because if I know how to make it do that then I may be able to figure out how to make it stop.

To check if the monitor has a glitchy power button I turned both the monitor and the PC off overnight and the monitor did not turn itself on.

The Nvidia Driver is the latest version, but the issue started weeks after it was last updated.

Does your Dell P2018H has Power Save mode available?

Use the power button to turn the monitor on
    and off.
Solid white light indicates the monitor is turned
on. Blinking white light indicates it is in power-
    save mode.

As far as I know the only time that I would see the power save flashing power switch LED would be if I left the monitor turned on (solid white LED in the power switch) and then the PC went into a power/screensaver mode like sleep or hibernation and the monitor isn't receiving a signal from the PC/graphics card.

When the monitor performs it "magical" turn itself on trick I have turned the monitor off with the monitor's power switch (no light from the switch's LED). Then the LED is in its solid white mode and the monitor is on.

Generally when I shut the computer OFF, I let the computer turn the monitor OFF.
Then, when I turn the computer ON, the computer turns the monitor ON.

    I just tried the following...
I clicked START > Shutdown, and quickly turned my DELL monitor OFF using the power button on the monitor.
I let the computer sit for a bit, in the OFF state, then turned the computer ON.
The monitor would not come on, until I turned it ON with it's power button.

I believe that if you turn the monitor OFF with it's power button....it will stay OFF until you turn it ON with it's power button. Just like if you had unplugged the monitor.

Not all monitor designs are created equal...

Some will have be be turned on manually when AC is applied, others will remember the last AC state.
Once you unplug it, they all go into a power off state when "fresh" AC is applied.

    FWIW.

I've had this monitor (and another one that was connected to my Dell XPS8940 until I replaced with a larger monitor) for over a year. Neither monitor had ever done this in the past. Unless the current monitor has developed a glitch then I have to assume that either a software update or the latest video driver has changed a setting or something in the registry. It is apparent that the monitor is designed to accept commands and detect signals from the PC via the Graphic's card output and the power button isn't a physical power switch that turns the power on and off, but just a input to the monitor's processor. That is why I asked the question the way I did. I was hoping that someone knows how to make Windows direct a monitor to power up.

This brings back "fond" memories from the early '90s when I first got a computer of the AT-style power supplies having a power-out socket for plugging in the monitor, turning on the computer turned that socket with the CRT monitor on then wait for it to warm up. Fortunately the monitors I use have their own sleep mode that kicks in when losing the data stream from the computer, only power the monitors use is for the power light on them changing to yellow/amber when their sleep occurs.

    Issue has magically disappeared

This issue hasn't reoccurred in over 5 days so I'm guessing that the issue is a flaky power switch on the monitor, that has "healed" itself (for the time being).
