    SOLVED!

I solved my own problem, but should anyone else run into the issue, the culprit was firewall. Turning it off is fine, but disabling it through the registry will prevent DCH drivers from installing correctly.

Are you sure? LTSC versions of Windows are locked down for various reasons.

By all means test it yourself, if you wish.

It's strange, mate. Then again, Microsoft is strange, lol.

No worries. Glad that everything is sorted now.

There's a way to get NVIDIA CP even dch driver.

That is add a ms store
If you using LTSC, go to GitHub - kkkgo/LTSC-Add-MicrosoftStore: Add Windows Store for LTSC

If you using LTSB, go to
GitHub - kkkgo/LTSB-Add-MicrosoftStore: Add Windows Store for LTSB

Download and extract, run add_store.cmd as Admin.

Then, open MS Store and check updates (recommended if possible)
Download and install NVIDIA Control Panel
