Screen sizing, the Cursor, Mouse, Re-Size Screen, XRaying itself

Good afternoon I have something wrong with Screen sizeing or the Cursor - Mouse pointer when I try and Re-Size the screen, Its “expanding” as I SIZE Down > Via mouse pointer > Cursor locked at the top of that web page > select and hold left button down> drag from the Top of the screen downwards’ that web page expands to the Right It’s especially bad on YouTube pages the only way I can see all of what’s in the right Preview panel in YouTube’ is to place the Pointer on the Bottom, of the Left to Right Scroll bar, holding the Left button Down’ and I can drag it over to my Right and open up the right Preview Panel “but never far enough to see all of the Right panel, as I do that, it expands the screen in another direction (to my Left?) To a certain point then starts closing the right Preview Panel inwards again going back to where I started
Sometimes if I have multiple Web pages over each other I get the Error warning chime and my Screen Flashes to an Xray image and until I move or close some of those pages it won’t stop Xray-ing every time I left click on that page’ and I cannot drag and drop that page either I haver to close out
I cannot Search from the Main Google Search Panel as soon as I do the Search bar Above opens offering suggestions and does the search from there which means I get two words typed and it goes off trying to find them before I can type my description's of of what I'mlooking for
When I highlight using in Top Search Panel with the Mouse Pointer after I hit ENTER the Pointer hop’s all over the page’ then stops where it started?
I have tried everything I know which isn’t Much I ran Malicious Software Removal Tool useing Elevated Command Prompt last night, Word Pad reports nothing found
This is my Version on my PC of winver at 1600 today (21H1 (OS Build 19043. 1466)

This also has me Puzzled? Why have others got this version (21H2 (OS Build 19044. 1469)
