For monitor, the choice is more than overwhelming... Not sure what I would suggest.

But for video card I would go with at least a GeForce GTX-1650, or Radeon HD 7000 and more. Because they offer Hardware H265, anything lower than that will use software rendering.

For watching movies, you might consider getting a TV instead of a computer monitor, especially if you don't do much gaming. Since they're made in far larger quantities, they're often much more cost effective. TV reviews are widely available on YouTube, for example. The channel "Stop the FOMO" is my favorite.

The integrated graphics included in modern CPUs (AMD's -G models and Intel's non-F models) are adequate for doing H.265 decompression, so the expense of an add-on graphics card isn't always needed. See, for example,
Encode and Decode Capabilities for 7th Generation Intel(R) Core™...

Hello, get something LG. You won't need a special graphics card for films.

edit: You won't need a graphics card unless you don't have a spare HDMI output.

I don't know what to suggest.

For wide viewing angles, you want an IPS monitor. However, in the TV world, those are frowned on because their black levels are poor. VA screens are preferred for that, but their viewing angles are limited.

The best no-compromises screens are OLEDs. I'm not sure what the smallest ones made are. For TVs (the lowest cost choice), it was 49", last I knew. The TVs are not inexpensive. Purpose-made OLED computer monitors are quite expensive.

Another consideration: do you want UHD (ultra high definition, also known as 4k) or HDR (high dynamic range)? The industry has made it difficult to view UHD movies on a PC. It's still possible, but it may require some hacking.

And Samsung is getting ready to release QD-OLED which is going to improve on that technology substantially.
