1) Yes, I'm aware of this and why I said what I said about rebooting/booting, thus we agree here.
2) Not surprised here as I'd already stated the Thunderbolt port probably wouldn't fully initialize until you get into Windows.
3) That goes directly to point 2 - The port won't fully initialize until Windows is active. Some systems might allow the port to work without Windows being active, but it appears your laptop doesn't allow that. Add that you also said "found a setting in BIOS that says like "enable direct Thunderbolt in BIOS". If that didn't work, well...
To be honest there's nothing surprising about anything you posted here where the PC is doing what you say, especially since this is a laptop we're talking about. Now if you find a way around it, I'd be more than happy to hear what you did to get it working.
