Do you have lockscreen or screen saver enabled to go off after 10 minutes?
My mistake, screen saver can be configured with or without lock, so it's just one place to check.
thought I had solved this - no joy, marking it unsolved (bummer)
Have you tested right after booting up the PC and logging in, before you start any apps, to see if the screen turns on after the command to turn it off ?
How to do? I know I have 3rd party stuff that starts with a boot here :
C:\ProgramData\Microsoft\Windows\Start Menu\Programs\StartUp
... and I suppose I can rename 'StartUp' to prevent this stuff from starting (.e.g. Objectdock, Rainmeter, ...). Is this what you mean? Are there not 'other' (W10/system) non-custom/user/3rd party apps starting up as well? And would these need to be disabled as well for trouble-shooting this issue?
Microsoft's own Autoruns utility shows everything that starts with Windows It also has a checkbox against every line item that allows you to switch off the items' autostart.
Just check the items that you wish to check, if they are causing the issue, and reboot you can do this in various configurations until you find the guilty party, you can also remove an item from starting using a right click but the checkbox is reversible, so safer
you can also highlight microsoft items to avoid "bricking" a system
