Strange Graphics Issue
I'm a bit at a loss of what category this issue would even fall under based on what I've already done so I'm posting this to general. Apologies in advance for that.
Windows Version: 20H2
Windows Build: 19042.1237
My issue is a bit difficult to describe so I'll go with an image of what I see when I boot up Windows:

Here's what I know and what I've done so far:
The monitor itself is definitely fine. When I plug it into another PC using the same cable, it works perfectly fine. This is also happening whether I use DP or HDMI.
The GPU itself should be fine. This only happens after windows is booted up. Everything looks perfectly fine up to that point. See this video:

Before continuing with what I've done so far, a little context:
I left on holiday for about a week on the 17th of October. I just got back last night (25th) before leaving, my PC was working perfectly fine and I'd never had this issue before. I shut down my PC and left. I got back last night and as soon as I booted up my PC, this happened.
So, I tried booting into the recovery environment and that worked just fine. Running troubleshooter accomplished nothing at all (as expected but worth a shot I suppose) so I did a system restore to October 8th. Well before I shutdown my PC to leave for my holiday. I booted back up and no dice. However I then started turning my monitor off and on, and more and more of my screen started working (from the top to the bottom) until eventually it was just working fine.
All the same, assuming it might be a driver issue, I downloaded DDU and put my PC in airplane mode before rebooting into minimal safe mode. I ran DDU and then rebooted. (back into safe mode) removed the safe mode setting in msconfig and rebooted once more into regular windows. All still working just fine with my PC. I downloaded (on a separate machine) the latest stable AMD GPU driver (instead of the latest optional which is what I usually run) just to be safe and transferred the installer to my PC via USB. I installed the driver without issue and rebooted. Once back in I removed airplane mode to get back online. Everything up to this point is working just fine. So I sighed a sigh of uneasy relief and used my PC as normal until I went to sleep.
Before going to sleep, I turned off my monitor but not my PC (which is what I usually do unless I fall asleep with everything on including the monitor which does happen)
I then woke up this morning and turned on my monitor and as I'm sure you've guessed, the issue was back. However, once again, turning my monitor off and on a few times gradually restored the functionality until it was working again.
That's about all I know and have done and I'm pretty much at a loss here. Any help would be appreciated, thanks!
