    Strange Graphics Issue

I'm a bit at a loss of what category this issue would even fall under based on what I've already done so I'm posting this to general. Apologies in advance for that.

    Windows Version: 20H2
    Windows Build: 19042.1237

My issue is a bit difficult to describe so I'll go with an image of what I see when I boot up Windows:

Here's what I know and what I've done so far:

The monitor itself is definitely fine. When I plug it into another PC using the same cable, it works perfectly fine. This is also happening whether I use DP or HDMI.

The GPU itself should be fine. This only happens after windows is booted up. Everything looks perfectly fine up to that point. See this video:

Before continuing with what I've done so far, a little context:
I left on holiday for about a week on the 17th of October. I just got back last night (25th) before leaving, my PC was working perfectly fine and I'd never had this issue before. I shut down my PC and left. I got back last night and as soon as I booted up my PC, this happened.

So, I tried booting into the recovery environment and that worked just fine. Running troubleshooter accomplished nothing at all (as expected but worth a shot I suppose) so I did a system restore to October 8th. Well before I shutdown my PC to leave for my holiday. I booted back up and no dice. However I then started turning my monitor off and on, and more and more of my screen started working (from the top to the bottom) until eventually it was just working fine.

All the same, assuming it might be a driver issue, I downloaded DDU and put my PC in airplane mode before rebooting into minimal safe mode. I ran DDU and then rebooted. (back into safe mode) removed the safe mode setting in msconfig and rebooted once more into regular windows. All still working just fine with my PC. I downloaded (on a separate machine) the latest stable AMD GPU driver (instead of the latest optional which is what I usually run) just to be safe and transferred the installer to my PC via USB. I installed the driver without issue and rebooted. Once back in I removed airplane mode to get back online. Everything up to this point is working just fine. So I sighed a sigh of uneasy relief and used my PC as normal until I went to sleep.

Before going to sleep, I turned off my monitor but not my PC (which is what I usually do unless I fall asleep with everything on including the monitor which does happen)
I then woke up this morning and turned on my monitor and as I'm sure you've guessed, the issue was back. However, once again, turning my monitor off and on a few times gradually restored the functionality until it was working again.

That's about all I know and have done and I'm pretty much at a loss here. Any help would be appreciated, thanks!

Hello. I had an issue a while back where there was a driver issue and what it caused were graphics glitches and ghosting of other parts of the display. It wasn't as bad as yours, mine was more flickering. Anyway, I was told it was due to the order drivers were installed, and it was due to the switching between processor and GPU. I never solved the issue, I jsut dissabled intergrated graphics.

In your case, I would dissable intergrated graphics and see what happens. Seeing as your issue starts when I assume the GPU has started up, maybe try dissabling that too with intergrated activated.

I don't have integrated graphics. See my system build on my profile for details, it's 100% up to date and it's the system this issue is occurring for. I also forgot to mention I updated my chipset drivers as well incase the issue had something to do with the CPU not feeding the GPU with what it needs to display a proper image.

I also neglected to mention the reason I started turning my monitor off and on was that while the screen is messed up, nothing you do gets updated on the monitor in the parts that are messed up. So while I was trying to login to see if I could figure something out, I would try typing my password and pressing enter, then turning the monitor off and back on to sort of force a refresh and try to make out the results. After doing this a couple of times, I noticed that strip of my monitor at the top was clear and I was getting refreshes on that part. i.e. if I moved my mouse up there I could see it responding to my inputs normally but not anywhere under that strip.

Ah, apologies. I have had another sort of similar issue, not long after the GPU died. It had been getting too hot.

Yeah makes sense. I mean, I'm not saying it's impossible that it could be a GPU issue, but I would sort of hope my 1ish year old 5700XT isn't on its last legs lmao. And like I said, everything works up until the point windows boots up which to me indicates a software issue which was why I was reluctant to post in the GPU category initially.

In the search box, type in---dxdiag---and check the Display page for any reports.
Also check the Timeout Detection and Recovery [TDR] default setting of 2 seconds in the registry-
    hklm\system\current control set\control\graphics drivers
See if Reliability History has any reports on the problem.Lines 1 & 2 in ---view tech details---might give usable information.

    dxdiag looks fine:

I don't see TDR in that area of the registry:

This is all I see in Reliability History for yesterday and the 25th:

Keeping in mind the improper shutdowns on the 25th would have been me turning the PC off before discovering that I could get the PC in a usable state by repeatedly turning the monitor off and on.

The informational events from yesterday all show success summaries.

See if the following conforms to your registry entry---
    docs.microsoft.com/en-us/windows-hardware/drivers/display/tdr-registry-keys
There should be an option to vary the timeout,if only for testing purposes.
In the Registry History, for the red-flagged entries, under the "SUMMARY" heading,RIGHT click the entry and then select the "view tech details" pop-up for the "sent report".
The Display Adapter driver is frequently a cause of freezing, when the time taken to process the signal exceeds the TDR.
If you continue to experience problems,a Repair Install might be of some help.

The registry path in that page is the same as what was posted above, and I have no TDR entries in that registry.

This is the view tech details for the DTS event shown above:

The ---dtsapp4service.exe---is part of an HP programme and is causing the problem.
Your TDR is operating normally and does not require attention.
Suggest you provide HP with the full tech details and await their response. I have almost no experience with HP programmes, but suspect an uninstall/reinstall of that programme might be an option,or a full removal.
