MSI GTX 660 TI One Fan Stops After PC Start-up.

After building my first desktop computer, and all is running very well. This is... The MSI GTX 660 TI graphic card with the two fans is not running correctly, or something else is wrong. When I turn on the computer "both" fans run, but, after a couple seconds the second fan..one on the end "stops" spinning. Does this mean the fan has gone bad, or does the second fan on run if the graphic card is heating up?
This graphic card was used in another computer I had, and it was installed in the motherboard where I couldn't notice the fans running when the computer was on. When I removed it and installed in this new build, I can see the fans running. (That is one is running)
I get the idea the second fan gets a "jolt" of voltage at start-up and stops when all things are working.
Or, is it time to send it to the trash container?

What is the exact model number of the video card?

Some video cards are "set" to have the fans go off, if they are not needed.

There are four different MSI 660 Ti vid cards.

Choose A Video Card - PCPartPicker

For example, my EVGA RTX 2070 is set by the manufacturer so the fans don't come on till a certain temperature is reached.

    What "Ghot" posted.

You could try exercising the card with FurMark > Home. That'll cause it to heat up. If it heats up enough, the second fan may spin up.

I recommend patience before trashing it. It's a Kepler card, which has either gone legacy or soon will (as regards driver support), but it could be a lot worse, considering the current graphics card drought.

The fans usually work together. One of your gtx660 fan has gone bad. Don't trash it yet if it's still functioning,
graphics cards are expensive, used and new.

The OP posted that both fans spin when the PC is powered up.

Do you still think one of the fans has "gone bad"? I doubt it.

Thanks to all for the comments. I'm sure all meant well on their suggestions. However, the card is installed "vertical" in the case, and I'm not incline to remove it ...again to get the Model number, as the tag in on the back side.
Also, I'm not using the computer for gaming. I'm giving it to the great granddaughter for her 12th birthday come Sept. 10th. And I don't think she will use it for gaming.

Back to the matter at hand. I don't see this computer getting any heat related issues, as it has 5 fans running, plus the CPU fan.
I'm looking into replacing both fans... this if I can find couple. Seems those replacement fans come from China, and won't arrive here in USA till middle or late September.

I have, not using it at present though a GTX970, where one of the fans died, bearing seized, I removed the fan and it made very little difference to the temperature under load, ran for 18 months and was still working when I replaced it. Keeping as a spare for testing and such. Probably did help having plenty of cooling in the case though.

As has been suggested, do something to make the card work and look to see if that second fan starts spinning.

My 2070 doesnt at all unless its being worked.

    This is not new technology.

This is an easy step to troubleshoot so why not try it?

If your car runs out of gas, do you replace the engine??
