Windows 10 monitor does not go to sleep (ignores power setting)

Hello, I need some help here. I did a clean install of Windows 10 20H2, I downloaded ISO 20H2 19042.631 from TechBench and installed with no problems, I set up all of my programs, drivers (including monitor driver), disabled some services, etc as I would with any other Windows version, working fine so far, except my monitor never goes to sleep at any amount of specified time, it just stays on and I have to turn it off manually, the version I had before was 1809 and never had this problem. I haven't touched any power setting or changed anything nor I modified the power plans; they are as it comes, stock.

I've tried looking for a solution, but none worked, I am thinking I may need an update, but I'd like to know which one because I am always cautious with updates and such, if there is any that fixes this. I reinstalled the same ISO clean to test if I may have compromised the first install and did exactly the same thing, nothing installed. Full clean install did nothing on this regard and my monitor does not go to sleep.

The strange thing is that Suspend works perfectly fine and computer comes back quickly too; it turns off monitor and everything, but the option to ONLY turn off the monitor without Suspend is not doing anything. I even removed the Nvidia driver to check and does the same thing.

What can I try? Please help!

    Thank you.

See what happens in these two conditions & post the results -
    1 Run in Safe mode
2 Run in another user account

You might also post the other "solution, but none worked" so other people can know that you have tried already.

I forgot to say it does work on safe mode, monitor 100% sleeps in safe mode with power settings for it at any specified amount of time, then again I don't know that's stopping it from doing so in normal mode. It does with or without GPU driver, so I'd discard that. Also if I force the monitor to sleep in normal mode by using the case button, in sleeps and comes back 1 second later, so frustrating.

I tried to disable the same devices that don't start in safe mode in normal mode, but I had no luck. As I said, the most strange thing is that Suspend works, after specified time or if I activate it, but I just want my monitor on standby as I use my PC a lot and coming from Suspend I feel puts more strain on it than just leaving it on and allowing the monitor to turn off.

If anyone wants to know what I've tried sofar, I did those cmd commands about what's preventing the monitor or computer from sleeping (powercfg /requests and powercfg -lastwake) and nothing came out of it, uninstalled nvidia driver, nothing, clean boot, nothing. Disabled sound drivers, network driver, nothing. Only works in safe mode, strangely.

    Strange.

Someone may correct me if I'm mistaken, but I believe that monitors sleep when they receive no signal.

Yours is giving a black screen, but still refusing to sleep? Sounds sorta Zen-like: no signal that is also a signal.

Yeah, pretty much. When I force it to sleep on Windows, it goes black, like it does sleep, but 1 sec later, it doesn't, really bizarre, in safe mode it does work, which is even more frustrating. I don't want to reinstall Windows again, but seems I will have to go back to 1909 or 1809; 1909 ig since it's still supported by MS, but this shouldn't be, so annoying having to turn off my monitor manually and sometimes I will forget.

I will try to troubleshoot a couple more days and if I have no luck, 1909 it is. Also this is a clean ISO, I have barely made any changes, which makes the issue even more strange.

Found the culprit! It is the Xbox 360 controller driver the prevents the monitor from sleeping, I disabled the device and the monitor sleeps at peace, I was told at Guru3D that I must use an older Xbox 360 controller driver so the issue stops happening.

Thanks everyone for the replies and help.
